The Research Service of the Verkhovna Rada of Ukraine (hereinafter referred to as the Research Service) was established in accordance with Article 7 of the Rules of Procedure of the Verkhovna Rada of Ukraine with the aim of strengthening the institutional capacity of the parliament. This was achieved by renaming the Institute of Legislation of the Verkhovna Rada of Ukraine and redefining its functions pursuant the Decree of the Chairman of the Verkhovna Rada of Ukraine No. 438 of August 11, 2022. The Regulation on the Research Service of the Verkhovna Rada of Ukraine (hereinafter referred to as the Regulation) was also approved by this Decree.

The Research Service is an institution that provides scientific and research, informational, and analytical support for the activities of the Verkhovna Rada of Ukraine, its bodies, Members of Parliament (MPs) and parliamentary factions (MPs groups). It also delivers professional training for MPs, staff of the Verkhovna Rada Secretariat and assistant-consultants to MPs.

To fulfill the assigned tasks, the experts of the Research Service shall:

– elaborate scientific concepts for the development of legislative regulation of public relations;

– conduct scientific research on the legislative regulation of public relations;

– conduct case study analysis on issues related to the development of draft laws under consideration in the Verkhovna Rada of Ukraine, as well as other topical issues of public policy;

– provide informational support to officials in the Verkhovna Rada of Ukraine and Members of Parliament;

– scrutinize the implementation of adopted legislative acts;

– participate in drafting the legislation of Ukraine in an advisory capacity on issues of key importance for the development of society and the state; contribute to the preparation of the Draft Legislative Work Plan of the Verkhovna Rada of Ukraine; and monitor the implementation of the Legislative Work Plan;

– perform an express risk analysis of draft laws registered in the Verkhovna Rada of Ukraine;

summarize the results of the activities of the Verkhovna Rada of the respective convocation.

The Research Service also includes a Training Center that provides professional training (advanced training) for Members of Parliament (MPs), staff of the Verkhovna Rada Secretariat, and MPs’ assistant-consultants.

The successful implementation of the Research Service’s mandate requires its systemic development, modernization, and the definition of a clear strategic direction. To support its mission and optimise performance, the Strategy for the Development of the Research Service of the Verkhovna Rada of Ukraine until 2027 has been developed. This document defines the principles, development trends of the Research Service for the next five years, its objectives and tasks, stages of implementation, expected results, and mechanisms for performance monitoring and evaluation.
